Gpu looks like it isn't receiving enough power

My gpu is not working. At first we though it was the pci cable, so we bought a new one, low and behold after putting it in, same issue. The wierd thing is that if I plug the cord in not all the way, the light and fans on the graphics card will turn on. But no video is displayed in the monitor. This has happened before, where the gpu will not power on at all, but usually I just got in there and pushed in the cables and it worked perfectly fine. But now that doesn't work. The day before thus issue appeared I was experiencing random computer black outs, I would be in a game and the computer would just turn off.

Just because the lights are turning on doesn't mean it isn't a faulty PSU. I actually had the EXACT same problem, all of my LEDs would come on but when I pressed the power button nothing would happen. In fact even the fans would power on when I switched the PSU switch to the on position. Try looking into a new PSU, they are relatively cheap.
