3.99GB usable ram out of 8GB when I overclock my cpu to 4GHz

So I have been trying to overclock my i5 760 and I realized that when I overclocked it to 4Ghz and beyond only 3.99 GB of ram would be usable. I also realized that after watching a tutorial on overclocking my certain cpu and tweaking around in the BIOS I got significantly reduced frame rates in Watch_Dogs 2. My specs are
Graphics card:Zotac GTX 1060 6gb
Ram: 2x2gb Kingston 1x4Gb Patriot 2133 mhm dual channel.
CPU:Intel i5 760 stock 2.8Ghz
Mother board:Msi P55-GD55
Cpu cooler: Coolermaster Master liquid lite 120.
Case: Antec One.
Bios version: 1.9
Any help is appreciated.

When you increase your cpu frequency, does the ram speed also change aswell, could you please check that and if so by how much does it change? You shouldn't really be mixing ram, I would get another Patriot stick, the same as the one you already have, and sell the Kingston rams you have, two of the same ram works much better, plus they would be running in dual channel which is faster.

Yes when I change my CPU Base Frequency my DRAM frequency does change. The ratio for base Frequency to to Dram frequency to 1:8. Base frequency : Dram frequency.
Ok ill start selling my Kingston Ram thanks!
The way my motherboard works was the Base frequency was 133 when it came stock at 2.8Ghz and the CPU ratio was and still is 21. So for every one to Base frequency 8 either added or subtracted for DRAM frequency.

So when you oc your cpu, your ram is probably oced and the kingstons can't handle or maybe the patriot can't handle it. Do a ram stress test and then see which ram sticks are hot. The cold one/s are probably the one that is not cooperating.

Ah yes I forgot about Aida64 I have been using that to stress test my CPU. OK thanks!

When I stress my Memory in Aida64 I don't see the ram temps.

So I have been looking around the internet and im pretty sure that my memory modules (since they are kind of old) do not have a thermal sensing diode on them as aida64 says thermal sensing diode not supportes
