PC wont boot after having graphics card installed even after being removed.

I recently built a new PC and it worked fine, we booted up windows and updated the bios and put all the drivers on it, restarting after each update. We then installed the graphics card and plugged it in, tried to boot and we heard a sound that to me sounded like a spark but could've been the graphics card starting up for the first time, the the red CPU light on the bottom right of the motherboard turned on and wouldn't boot. We tried removing the graphics card and booting but it didn't work. we've tried re-seating the CPU but it still has the same problem. The red CPU light turns on and there is a beep every second or so. The fans turn on and off with the beep.

Can you smell any burn damage from your Motherboard/PSU? If so you might've fried one of the hardware components (spark sound). I suggest you test with a different PSU and if that doesn't work try a different motherboard to see if that fixed the problem.

GPUs never make any sound except the fan spinning. If yours is a fan less model, then there should be no sound involved. Sounds to me like you have either destroyed a component through static discharge, short circuit, or faulty part (GPU).
