The difference between those two amounts specifically is actually a pretty big difference. For most modern games 2GB of VRAM isn't nearly enough, especially if you go anywhere above medium settings.

if you plan to play games in medium to high settings, a 4GB card will have the space for all those lovely textures.
2Gb is enough for minimum-medium settings with most current games, but will start to fill your pagiefile and/or system RAM with 'overflow' with future games.

Having 4gb on a slow card won't make the card perform better than having 2gb on the same slow card. So it's most important to understand the capabilities of the card, and then you'll know whether you should pick the 2gb model or 4gb model.
In the case of the 1050, there is only a 2gb model. The card is slow enough that 2gb vram is what makes sense for that card. The 1050 Ti is a faster card, so the 4gb vram makes sense on that card.
