If I have a game that runs at 100fps on Low settings at 720p at 35 C and I lock the fps at 30 with the same settings and resolution would there be less stress on the graphics card or it does not matter much?

Yes. With vsync off an an unlocked framerate the card will go to 100% usage and run the game as fast as it can. If you locked it to 30fps then GPU usage will go down.

I personally could never even consider running a game at 30fps if I could run it at a somewhat stable 100fps, regardless of load on the card.
