You can run Memtest86 and see if there is a problem with your memory. If it worked with your last CPU it should have no problem running the new one.

If you introduced a new part and a new problem occurred its something with the new part most likely.

If you swapped only the CPU and nothing else, then the issue is almost guaranteed to be related to the CPU.

Does it have sufficient cooling? Perhaps the i7 runs a little hotter and might be throttling? These are just some basic guesses, though.
 
this may be something of a wild shot - i kept seeing folks suggesting removing all ram except for one stick as a cure for a number of issues. In the past month i tried it twice and it worked both times. 2nd time was the computer was getting visibly sluggish, but rapidly deteriorating speed wise. Rebooting with one stick, letting it sit for a few minutes will all activity in background settled down to low cpu usage, then shutting down, inserting the other sticks and rebooting.

I posted asking about how/why that seems to be the cure all for so many issues and got some interesting responses
