I'm building a new system and intend to spend $250 on a CPU, and at my local Micro Center, I found both the Intel Core i5 8600K and AMD Ryzen 7 1700 for $250. I do video editing in Adobe Premiere and sometimes Davinci Resolve, and I play games such as GTA 5, Tom Clancy's Ghost Recon Wildlands, and every few weeks or so I play CS:GO, Rocket League, PUBG and Overwatch, and I play all of my games at 1080p. Which CPU would be best for both of these tasks?

The 1700 will handle video editing much better than the 8600k. It can handle light gaming too. The 8600k will handle gaming much better, but wont be able to handle editing as good as the 1700.
You should go for the 1700, as it will give you the right balance of both workload.
