Is my CPU bottlenecking?

Hello,
I am trying to play PUBG and I get constant stuttering when I move my mouse and I am near people making the game impossible to play.
I have tried everything from nvidya settings, steam launch options, adjusting the ram capacity, and its installed on an SSD.
I currently have the game running all cores and according to MSI Afterburner, all the cores are running at 95-100% and temps are 47-50 degrees. My GPU %'s jump around a lot. I don't know what's going on as other people don't seem to have this issue when they lower their ingame graphics settings. Is this a bottlenecking issue? Do I need a CPU upgrade?

CPU: Intel i5 4690K 3.5ghz
GPU: GEForce GTX 980
Ram: 16g
Monitor: 60hz
Motherboard:Z97 Gaming 5

What resolution? What settings?

PUBG is still not a complete game, and is not very well optimized currently - although it's getting better.

Are you monitoring temperatures? (CPU/GPU).

I wouldn't look to upgrade on the basis of a poorly optimized title though......

Settings dont matter, they could all be on very low and the stuttering still happens.
CPUs temp are on avg 47-50 degrees, gpu is 60 degrees
I agree, but couldnt my processor use an update?
I have half a mind to start streaming. Which i dont know how all these people with worse specs than mine can play this game better l but i cant.
