Moving old hardrive to new motherboard and Stuck on Gigabyte Bios splash screen

Hello 2 questions in one. But I need help my computer is stuck on this screen "Gigabyte Insist on Ultra Durable". and nothing will happen I can't press Del to enter bios F12 to enter boot loader nothing will work. I've tried Reseating my ram nothing, resetting my CMOS with the battery, removing my hardrive and booting, Booting up without my Graphics card That's hard to do when you don't have onboard graphics.None of those work so I was thinking of getting a new motherboard and was thinking if i buy the same motherboard if I can use my hardrive with that one without reformatting. I don't think that would work reading from other forums but hopefully it will cause I can't get into Windows to backup my hardrive.
Specs
Motherboard:Gigabyte 970 gaming sli
CPU: FX8150
GPU:RX 480
Hardrive: WD Blue 1tb
8gb ddr3 memory

Your initial problem does sound like a motherboard issue.
Buying an identical one should not require a drive wipe and reinstall.

What happens if you do this without the old hard drive, and just with a Windows install USB or Linux USB?

Still didn't work I'm thinking about buying a new motherboard but the same model as my previous one. Will my hardrive still work for the new board or will I have to wipe it

Your initial problem does sound like a motherboard issue.

Ok found another problem just found out that my motherboard isn't in stock anymore so what about moving to a different motherboard like an msi one instead of my gigabyte one

That is a 100% maybe.
If they are the same chipset, will "probably" work.
But no guarantee.
