Gaming performance issues that are not remedied until desktop is powered down and unplugged.

This is an issue I've been dealing with for some time now, but I'm not sure what exactly is causing it! I'll experience performance issues in games such as slow down, stuttering and slight fps drops. Many times I have a completely stable 60fps in an offline game, yet the game will appear like its slowing down or lagging, despite there being no visible signs of an issue. I've monitored the CPU and GPU temperature and usage percentages, all of which are fine. The CPU is never getting too hot and the workload is fine. Same goes for the GPU. I checked my HDD, which doesn't need to be defragged. I've reinstalled graphics drivers and checked performance settings in the Nvidia control panel and windows power settings. I'm not too sure if its an issue with the 16gb (4gbx4) ddr4 ram. I'm almost positive they're in the correct slots. Nothing is overclocked, everything is running at stock speeds. However, I noticed that whenever I start to get these issues, if I completely power down the desktop and unplug it from my wall outlet, the issues seem to resolve for a while lol!

Now I'm just sitting here completely lost as to what's going on lol! I don't know if it's a PSU issue, although I've never had any issues with crashing, freezing etc. I'm actually quite new to computer gaming and even just understanding how all these parts work in general lol.

My specs are:
Intel i7 6800k at 3.40ghz
EVGA Geforce GTX 1080
MSI x99a Raider motherboard
16 GB DDR4, 4GBx4
1 TB SATA III 7200 RPM HDD + 120 GB SSD
600W Power Supply (I need to look at the exact model)

Not sure if I missed anything else important lol. I initially thought it was my graphics card a few months back, so I upgraded to the GTX 1080. But the problems still persisted, then I noticed the game performance would improve when I would physically unplug the pc from my wall outlet, as I mentioned above. I guess I should also mention again that the games aren't slowing down to an absolute crawl or severely dropping fps. It's more of an irritating, persistent slowdown at a stable fps. If I do drop fps, its usually no more than 10 frames, depending on the application. Although sometimes these issues may spike. In any event, I'm just flat out lost lol! It's so strange that unplugging the desktop from the outlet seems to temporarily fix the issue! A normal shut down will not work, it actually has to be unplugged lol. Any insight on the matter would be greatly appreciated! Its been driving me up a wall for months lol!




 
Solution
Likely the PSU is the problem if unplugging it makes any difference at all, basically the same thing as flipping the switch off and back on again.

Yeah, I'm wondering if I should just buy a new psu lol.
