Solution
newr intel chipset mb there are no windows 7 drivers for motherboard chipset. for amd ryzen there are. if you want to force 7 onto a newer inte lmb you have to use a program like 7lite to make a new usb iso. myself i ask microsoft for a free windows 10 key for windows 7 your using and use classic shell to make it look like windows 7.
On a newer hardware windows 7 installation requires USB 3.0 driver integration.
Without those drivers windows installation is unable to use any USB attached device - flash drive, mouse, keyboard.

To fix it, integrate appropriate USB drivers for your motherboard into windows 7 installation.
Usually utility to perform this integration is obtainable from motherboard manufacturer support web site.
