Will My 400 watt psu and ga-78lmt-usb3 6.0 motherboard run a gtx 1060 ti 6gb graphics card

I believe from the photo you have an EVGA 450 BV.

Looking at cables, the evga bv 450 includes 2 PCIe 6+2pin cables. That is enough for a GTX 1060

Power delivery, the PSU claims to output 420w. That would be easily enough for a GTX 1060 build.

however that PSU is pretty low quality, though there are no tests, there are internal photos of the poor component selections and also the unit has a very low (relatively) temperature rating (just 30C).

Look on the PSU and count the 6-pin, 6+2-pin and 8-pin connectors (usually labeled "PCIe" or "Graphics").

That GPU needs only a single 6-pin PCIe connector which most PSUs should provide.
