How I maximize CPU settings on my Bios for best performance

Hello Guys, first of all I am new here so be nice and tks for help <3

Yesterday I bought and install a 1060 6gb and I notice my CPU is blocking me to get max performance in games, like my friends with same GPU 1060 but better CPU (i7 7700) get over 15-20 fps more than me in all games... So I want to setting my Bios since it is default settings. I'm not getting the max performance of my CPU aswell, since it makes 3.4ghz default and 3.8ghz turbo, but I never get 3.8, always at 3.4. Is possible to set up the bios to get max performance in everything?

My computer is:
MOBO: Asus P8 H61M LX r2.0 (w/ last bios update)
CPU: i7 2600 3.4 (turbo 3.8)
GPU: Gigabyte GTX 1060 6GB (G1 Gaming)
RAM: 2x 4GB 1333mhz (Geil Evo Corsa)
PSU: Corsair 430W CX
COOLER: Cooler Master Hyper 212X
DISKS: 120GB SSD + 1TB HDD

well, your CPU is a Sandy Bridge which actually overclocks very well. But it's a 2nd generation Intel core i processor and will for sure not be as fast as your friends 7700k. I'm not an overclocking expert, but I ran my old 2500k at 4.5GHz (I believe I had the Vcore at 1.35V) and it performed pretty good until recently when I built a new system. You will find plenty overclocking guides for 2500k and 2600k sandy bridge, which were very popular models a few years back.

Tks for the answer, but since I read my motherboard do not allow me to any overclock and my CPU is not the K version I can't overclock it, I was just wondering, can I put it full time 3.8ghz? is the turbo clock of my CPU.
