Gtx 980 ti screen tearing

Hi, i recently bought a used gtx 980 ti.
I upgraded from a radeon hd 7700, which i had no issues with, apart from the fact that it could'nt run that many games. Before being able to install gpu drivers i had to do a clean install of windows 7, as the one i had was not verified, and was really buggy. So i installed the latest driver for the gpu (388.71) After reinstalling windows i was able to install the drivers, but i noticed that i had gotten lots of screen tearing, both during vertical and horizontal movement on screen. Also, when dragging programs horizontally on screen there is a LOT of tearing, and some trailing. In game i get fps that is way too low for a gtx 980 ti, but i think that is because of my cpu, which is an intel core i3-2100. I am getting an intel core i5-3470 in a couple of days though. I do however know that this is not the reason for the screen tearing, since it persists even when watching youtube. I have tried reinstalling drivers, toggling aero, vsync on/off+adaptive. I am using displayport. I have seen some people saying it could be the psu. I am using a chieftec 550w 80plus PSU. I know this is in theory below the requirement for the 980 ti, but it still should not be tearing during non-heavy load, right?

Specs:
Mb- Asus p8z77-i deluxe
Ram- corsair lpx 1333 ddr3
cpu- intel core i3-2100
gpu- Nvidia gtx 980 ti founders edition
PSU- Chieftec 550w 80 plus

Does anyone have any idea as to what i can do?

So, me being the retard that i am had not tried to enable windows aero, as i thought it already was enabled... Checked and it was not. Enabled it, and now it is fine...
