Greetings, I have a Dell OptiPlex 780 with Dell 250W 80+ Silver PSU, I recently upgraded my CPU to Q9550 and my GPU to GigaByte GT 1030 LP, my question is, is it safe to underclock(and how much) my GPU to reduce the bottleneck and power usage(I am aware that the power usage reduction is insignificant since the GPU uses 25-30W)

The GT1030 isn't as powerful as the older GTX750Ti. You won't have a bottleneck with that CPU. A GTX 1050Ti you might start getting close to having a problem.
