My PC shuts down after it tries to load the BIOS

Hello,
So my PC was unusually warm, and it lagged, so I turned it off for 1.5 hour.
After I turned it on it beeped once and I saw the Gigabyite logo (as usually). After that, it tried to load BIOS, but it was quite wierd, because it didn't look as usual and I couldn't do anything, because I just saw the manufacturer's name and the BIOS sign, but nothing else was there.(https://prnt.sc/hwta5v)
After ~5 seconds my PC suddenly restarted and now it showed me black screen, and it didn't beep. It restarted again. Sometimes it beeps and tries to load BIOS, sometimes it doesn't beep and show me black screen.

What I've already tried:

Turn off then turn on my PSU.

Reinstall memory modules.

Unplug every SATA cable from the motherboard.

Remove the VGA and try to turn on the computer with my integrated videocard.

Replace the BIOS battery.



I'm sure that it is not a virus, because I don't really download from the internet, or if I do, then only from trusted websites, and I have Kaspersky.

It is not overheating, because I tried to start my PC when it was (literally) cold.

It is not dirt, because I cleaned my PC 2 months ago.


So I can't decide, is it the motherboard or the PSU? (or maybe the CPU?) I can't test it because I don't have other PC and other parts.


My PC specs:

HKC V-Power 650W (yeah yeah I know, I didn't want this PSU but it's a long story.)

Gigabyte GTX 1060 3GB

Intel i5-4400

Gigabyte B85M-HD3

Teamelite 2x4GB DDR3

Try to boot pc with one stick of ram, without gpu and if you can re-apply thermal paste.

Thanks for your answer, I tried it with both of my ram in both RAM socket, but didn't help :/
