Which adapter should i use?

So, one of my friends has a GeForce GTX 1060 6GB which has a Dual Link DVI-I slot, but he has analog monitor which uses a VGA cable, so he ordered this DVI-I to VGA cable: https://www.emag.ro/cablu-analogic-dvi-i-la-vga-mama-cantell-1-5m-24-5pini-dublu-ecranat-calitate-deosebita-18246/pd/DH3MRNBBM/
But it does not work for him.
Now i have a question: Do cables work as adapters?
And another question: Will a passive adapter work for his gpu?

^ that doesn't matter - the 1060 (any 1060) does no have analog signal out.

No passive adapters or cables will work at all.

You need an active converter.

That should work going from DVI-I to VGA. Are you sure those are not DVI-D on the 1060? Did you force anything when plugging that cable into the card?

Look carefully at the image below. Notice four pins around horizontal connector on left. Those are the analog signal. Likely your 1060 looks like the right. Only has digital signals and will not work with an analog connector like VGA. In which case you will need an active DVI-D to VGA adapter.
