PC is not getting past windows 10 logo after boot

My computer Guy gave me an MSI pc that he custom built and he told me to find out what the problem was, so I did, I installed the power supply and it booted with spinning fans and everything but every time I want to boot into windows it won't get past the windows logo, I tried on multiple things including booting the installation from my usb flash drive but after the windows logo the screen still goes black I have an MSI z97 gaming 5 motherboard so I don't know that it has integrated graphics or not. But what I am sure about is that I do not have an external graphics card so if there is internal graphics they are surely not working. Please tell me what the issue is, I want to know the problem from the community before I spend $$$ on a graphics card, I want to make sure that graphics are the problem. I also tried switching to integrated graphics via boot menu PEG to IDG but none of them worked. Please help!

I would try resetting the BIOS to factory settings and then booting off the flash drive. After that if you are still having issues, try removing the hard drive and then booting off your USB flash drive with the Windows installation. Ideally the Windows installation should run even if your hard drive is working or not, but it does not hurt to try it without the hard drive. If you are still having issues, I would recommend going to Microsoft's site and downloading their Windows installation tool and remaking your USB boot drive and trying to boot off it again.

Also I think most if not all intel CPU's using z97 MB's should have integrated graphics.
