Computer gets to the Windows logo and the spinning dots then screen goes black.

When I put my graphics card into my system my computer turns on and gets to the Windows logo and the spinning dots. After that the screen goes black. When I take out the graphics card it restarts a bunch and then boots into Windows 10.

My graphics card is the EVGA GTX 650Ti 2GB (It's not over clocked it is under-clocked believe it or not because of the power supply.)

Here is the rest of the specs on the system.

Intel Core i5-2500
HP Workstation Motherboard
12 GB DDR3 Memory
ADATA SP900 256GB SSD
EVGA GTX 650Ti 2GB
400W Power Supply

The power supply has the 6 or 8 pin connector that card requires? Have you checked the motherboard bios to see if there's some kind of 'secure boot' security protection enabled? Without the specific HP model number it's very difficult to help further.

Yes, Not sure but I'll check, and it is the HP Z210 CMT Workstation.
