Boot loop? Kinda

It was working for the first few days i put it together than this problem started. It happened once before and 2 fix it i took out one of my rams and that worked and now its doing the same exact thing but when i try to use a diff ram cuz my bro has same ram and his work fine 't but this time that didnt fix the problem
