0% gpu and low cpu usage on rx 580

Hello, I am fairly new to all of this and there is one thing I have not been able to solve. When playing video games like csgo and tf2 I have a very low gpu load usually from 0-4% and I run the game at around 60 fps and the cpu around 12% (all measurements using cpu id and gpu id) an rx 580 should be able to run a game such as tf2 or csgo at a fps no lower than 200. Is there is some kind of setting that is limiting the usage?
How do I fix this?
Specs:
Important: The moba is unknown and it was a dell prebuilt
Ryzen 7 1700
Rx 580 8gb
16 gb ddr4

Ok. Well if you want you can stay with the same system till you get an upgrade, 460 - 500W don't seem correct and if i were you i would still upgrade even if that didn't solve anything because it gives it a constant power delivery. It should fix it otherwise. You can google more about it if you are still not sure.

If you are playing games with lots of frames and not low frames and getting low usage thats GOOD. For example Minecraft can use low CPU, and GPU when playing on a higher system. Just make sure temps aren't to high

Its probably because you could be running the game in fullscreen at 144Hz, Is that correct?
If that don't seem right make sure you update the GPU Driver

Are you watching reviews on the internet and are they the same hardware and same settings as you are currently watching?

Yes but the crappy dell moba and psu may be it and I updated the drivers. The pc is fairly new, so if i don't update my drivers right away, problems occur?

It could be the power delivery and motherboard type. Other wise low Usage is good unless stress testing. There you want to make sure its running at full speed but GPU needs to be at top express slot which could also answer your question.

Hmm i tried everything it may be the psu and moba you may be rigt and what is 8x msaa? Maybe a secret amd setting im missing My friend has a gtx 960 and usually gets 300 fps max, i thought 580 was better?

That's a setting found in most games which is like more of a graphic you don't notice much. Sometimes with it enabled it lowers FPS very much. When i game i actually have it disabled, like on gta 5 with ultra settings, i even have that disabled

Then can you please explain why a 960 does much better thyan me at evenb higher settings?

the RX 580 8Gb is better. Does the review you are watching had msaa enabled? Even my Sapphire R9 nitro fury OC don't do so hot with MSAA on gta 5. Its a setting id forget about. Maybe different Video Cards have better MSAA support than others

I know this is a silly kind of question but also if you own the same game it could be the location you are in the game. Like the buildings or higher graphics in parts of any game

I get 80 fps with multiple people and when im alone in a simple environment i get around 120-160
cpu:ryzen 7 1700 not x
gpu: rx 580 8gb
psu is unknow some dell trash

It could just be the PSU if its by dell. It could be enough to at least run the games but not enough to go at high rates and voltage. Can you open the PC case and look for a model name or at least watt amount?

Did you purchase that PC or build it? could just be PSU that they added when shipped and someone who has the PC built and a different PSU. If you want to purchase a new on i recommend a EVGA 850W. Shop for good brands
Ex. Corsair, EVGA
