Build a Dual Xeon e2690-v2 3D workstation in 2018

I am product designer, I do 3D modelling, rendering, 2D sketches etc , I need the ability to render images quickly in good quality, a machine that is build for multi tasking ( working in Illustrator/ photoshop while Rendering product in Vray ).

I would like to turn my old computer (i7 2600, 32G ram GTX580) into a 3D modelling and rendering workstation based on a dual XEON E2690-V2 platform. my plan:
- get rid of the i7 2600 cpu, the motherboard, the GTX580
- Keep the PSU (1000W), the case, HDD, SSD, the 32G DDR3ram, etc
- Add 2 Xeon E2690-V2 and a compatible motherboard
- Purchase a GTX 1070 or lower ( just for display and GPU acceleration for some software)
- probably purchase some water cooling CPU set.

This should allow me to keep a budget under 1000 USD ( I simplify as I live in China) , give me a 20 Cores/ 40 thread monster machine that I could keep for + 5 year as main computer and later just for rendering unit.

So does it make sense to invest 1000 USD in this, or should I just jump into a Ryzen 1950X computer and spend + 3000USD into it ?

The Threadripper would be faster at some tasks because dual processors don't always match the performance of a single processor, but the cost difference may be difficult to justify. Can your case support SSI EEB motherboards and does your PSU include 2 CPU 8-pin cables?
