CPU fan is suddenly loud

A week ago I build my first gaming pc, but my cpu cooler is suddenly very loud. I don't why because it is only running at 13% of its max. I'm using the stock cooler that came with the Ryzen 5 1400

I'm sure it is the cpu fan because I've turned all my case fans off and the loud noise was still there.
I cannot tighten my cooler any further, so I don't think that is causing the noise.
