Low fps in gta 5 maybe bottleneck with cpu and gpu?

Hey guys! I have an i7 2600 3.4ghz, gtx 1070 strix 8gb and 2x 8gb Kingston HyperX DDR3-1600

My fps is in Los santos is 56 to 60 while on foot, and while driving 49 to 54 but away from the city is 60 to 64 while on foot and while driving.

What can be the issue? I want a stable 60 fps

What i have to do to get stable 60 fps?

If yo want 60 FPS all of the time you need to reduce Quality settings a little.
Then in the Nvidia control panel set power management mode to "Adaptive".
The GPU will then raise and lower performance to match your 60hz monitor refresh rate.
It will be off a couple frames at times but very close to 60.
Your variance in FPS is normal with all GPUs, that is why reviewers always publish MAX,Minimum and Average FPS in their reviews.

When i lower my ingame settings than i get this same fps "rate"

If lowering Image settings does not increase frame rate then you are CPU limited.
Do you have a lot of other programs open while gaming? like Chrome/Firefox with 15 tabs open.
Just having Microsoft Office running in the background( on start-up) can cause a 10% hit in performance.
Are the game files fragmented on the hard drive?

Could be a lot of small reasons, as your system meets or exceeds the recommended specs.

I only have Discord open while gaming. Never Google or any webbrowser
