so i can get my 7700k running at 4.9 ghz at 1.320 vcore is that to high on the vcore or could i run that without any problems?

You should maybe think about backing off alittle on the OC, since hitting 90 is imo to high.

I say 80 - 85 Celcius as a maximum.

You got 3 options. Or 4 if you wanna go alittle extreme (not needed)

1. Lower the Vcore and hope the OC is stable

2. Lower the Vcore and OC to 4.8Ghz to get under 80 - 85 Celcius.

3. Get a bigger cooler to handle the heat. Now this also comes down to what else you got in the case to make heat and if you have enough airflow to get cold air in and hot air out.
On top of that getting a better cooler might not fix the problem cause of:

HWInfo is a good monitoring tools that can show you a LOT - including min-max temps on the cores and, for your question, if the cpu has throttled for over-temp conditions. I have a 7700k and I am always checking my temps. Welcome to the 7700k temperature watchers club.
