Csgo fps problem

Im playing csgo with very low settings and fps_max 0, with a 4gb ram @2133 megahertz, windows 10 pro OS, msi gtx 1050ti gaming x pentium g4560 and 700 watt psu. I watched youtube videos about csgo fps test that could reach 250+ fps on Dust 2 @ MAX SETTINGS WITH THE SAME BUILD AS MINE and i was disappointed of my fps that is struggling to reach 100 fps even on very low settings. The only app running is csgo and steam. Please help me
 
Well anyway if you have a 60, 120 or even 144hz 250+fps is useless as your screen can only display the amount of its hz so 60 frames for 60Hz for example.

If you don't wont to use Vsync as you are the kind of person that hates input lag (i have never noticed it) then just keep Vsync off and use a software like Nvidia inspector or afterburner to cap your frames to 59. You will get tearing but that is what your gonna have to put up with.

On the subject of your current framerate issue i have never seen a computer show fps as 0.

I recommend:
-You check your CPU socket pins aren't bent
-That you reinstall your GPU (try a different PCIE slot if possible)
-Plug the HDMI into the GPU not the Motherboard
-Use GURU 3D's Display driver uninstaller to wipe your current drivers
-Install your new driver 'http://www.nvidia.co.uk/download/driverResults.aspx/129154/en-uk' (you can do custom install so to avoid the install of the 3D drivers or/and Nvidia experience if you prefer)
-Restart your pc
-See if there is any improvements?
-Also FYI enable 'High Performance' power profile.
