I have an unopened Cooler Master Hyper 212 EVO CPU Air Cooler '4

But I will be getting a AMD Ryzen 5 1600 Desktop CPU,for.my build in a couple of days,should I use the stock cooler or use the cooler master one?

I would use the stock Wraith Cooler.

212 will be an improvement , but the Wraith is more than sufficient if your not overclocking.

The Wraith Spire included with the 1600 should even be capable of a decent amount of overclocking. It's a 95 watt TDP cooler after all, the same one used for the 1700 (minus the LEDs), while the 1600 processor itself is only rated as having a 65 watt TDP. Plenty of people have used the 1600's stock cooler to get performance higher than a 1600X at stock clocks. For example, here...

A third-party tower cooler might get your overclock a bit higher, but probably not by enough to be noticeable. Some tower coolers may be a bit quieter as well, but the Wraith Spire shouldn't be too loud to begin with. It's probably worth at least trying the Wraith Spire first.
