Cheapest GPU and PSU configuration possible for my PC

I'm looking to start PC gaming in the near future and my current PC doesn't have the specs to play the games I want. GTAV for example.
I'm a novice at PC building so I wasn't even aware I would have to buy a new PSU until google told me I probably will. I was wondering if one of you fine people could give me a list and possibly links of items I would need to be able to play GTAV on at least recommended settings. As I mentioned I'll need this to be as cheap as possible. Under €200 would be perfect, but if its not attainable, please list your thoughts & ideas regardless. A new PC is out of the question for me right now. I'll list my PC specs below.

Specs:

Fujitsu Esprimo P420 E85+

CPU - Intel i5 4430 @3.00Ghz

RAM - 6Gb

500Gb Sata Hdd

PSU - Fujitsu D12-250p1a (250Watt Continuous).

OS - Windows 10pro 64bit

Motherboard type - D3230

Theres 1 PCI Express 2.0 x16 slot.

Not sure if it makes a difference but I should probably point out that there's no HDMI connection on the back either. It's got VGA or DVI(D)

Think that's everything you will need to know. Thanks in advance. From seeing previous forum posts on here the community seems very willing to help newbies to the art of PC building like myself.

P.s. I can easily upgrade the RAM myself, as it initially had 4Gb and I added an extra 2Gb. I will probably get another 4gb stick and move it up to 8Gb along with the rest of the upgrade.

P.p.s I'm also in Ireland so the items would need to be able to ship to Ireland.
