i7 7700k 50c idle 100c under load with good cooler

My i7 7700k sits at 45-50c at idle and when gaming will shoot up to around 85-95c sometimes reaching 100c and throttles. I find this strange because i switched my old cooler which had a rather small heatsink and fan https://noctua.at/en/products/cpu-cooler-retail/nh-l9x65 (old cooler) for the Cooler master Masterair pro 4 which is supposed to work really well with the 7700k from what i have heard but the temperatures didnt seem to change at all even with much better thermal paste (Arctic mx4 and only applied paste the size of pea in the middle) and i have tried reseating the cooler 3 times with no luck of improving the temps. Any ideas of what might be wrong. I used Aida64 and Core Temp to monitor the temps and throttling %.
 


What's your vcore sitting at in windows? I know there was a bios update for 7700k's to help with temps because they get so hot. Hard to believe that a noctua cooler isn't able to cool it. Only has two heat pipes. What motherboard are you using?

i have seen videos of people with this exact cooler http://www.coolermaster.com/cooling/cpu-air-cooler/masterair-pro-4/ and get idle temps as low as 20 and load temps of like 50-60
