Is an AMD A10 9700 paired with a GeForce GTX 1050 Ti better than a AMD A12 9800 paired with the same GPU good for gaming

You made an unfortunate choice buying an APU for gaming if you ever wanted to upgrade.

You buy a APU for the excellent integrated graphics.
But, there are no real good upgrades, particularly for a gamer.
If you install a superior discrete graphics card, you will have thrown away the big advantage of the APU.
Then, you are left with a relatively weak cpu. Most games depend on only a few fast cores.

Bottom line.....
What you get with a APU is what you will live with forever.

Buying into ryzen may be much of the same.
ryzen is competitive with intel in gaming in the low to midrange areas. But once you get into higher performing graphics cards, (like GTX1080ti)
intel prevails.

Most games can make use of 2-3 threads.
With intel or ryzen, you start out at 4 which is really ok for most games.
With ryzen, upgrading processors gets you increasingly more threads, up to 16 threads.
What you don't get is much faster threads. The ryzen chips seem to top out around 3.9
Intel tops out around 5.0 with 6 or 12 threads

All this is a moot point if you are on a budget and looking only at today.
As a guideline for gaming, budget about 2x your cpu cost for the graphics card.
