want help transfering files from one to another

I just got a new 500 gb ssd(samsung 850 evo) and i wanted to transfer my games from my other ssd with is 275 gb's.i wanted my new one to be for video games and steam but i cant move all the steam files over to my new one because it tells me some files cant transfer over because they are be used in and open app or something like that.also when i try to install games and sellect my new drive as the file destination it says it failed to create steam library in the drive.if someone could help me i would really appreciate it because it is annoying me a lot, thanks!

Not hard to resolve.

Does Steam start with your PC?
Steam settings > Interface > Run Steam when my computer starts, make sure it's not checked.
Reboot and make sure Steam is off. Look in the tray in the lower right near the clock.

Copy the games and Steam to the new drive, don't move them.
You can delete them later once everything works.
I suggest using EaseUS Partition Master to copy the whole 275GB partition.
It does it through Linux and no files will be open to block the copy.
Then expand that partition to use all 500GB.

Now go to Steam settings > Interface > Steam Library Folders, Add Library Folder and browse to the copy of the Steam folder.
Then set it as the default folder by right clicking on the new location.

it still wont let me select my new ssd as the file destination i click the common folder which i moved over and it says failed to add new steam library.
