Cannot repair fresh windows 7 drivers. HELP!

Problem: Just installed windows 7 on a new PC build. Noticed that the Mouse and Keyboard lost operating ability when windows asked to name the new PC. Found a really old mouse with a green connector that plugged into the MOBO and works. Currently, none of the USB drives work and I cannot update the drivers manually. I tried uninstalling the USB controllers in device manager & reinstalling. Did nothing. Every time I try to configure a USB controller it ends up installing in an error state. "Device driver was not installed successfully". Seems to be stuck in a loop. I tried reinstalling windows. Did not work. I tried repairing windows. Did not work - it said I had a missing partition. I have a USB ready to go with all of the drivers I need, but I cannot get the MOBO to recognize it.
