Geforce 210 and optiplex 755 DeskTop

So this computer has a PCIe and I have a spare Geforce 210 just laying around and I would like to put that in my Optiplex 755 and I can not get it to work, The bios looking at all the PCI lanes and what's used and what isn't used the PCIe that I have the 210 in says its unoccupied and I even checked the box in the bios that tells it to use the Graphics card and not the onboard but I still get no signal from the VGA port on the 210, Windows won't detect it either.
Specs: Core 2 duo E8400, 4gb ram 800mhz ddr2, Windows 10. If you need more information for you to help me please ask, Thank you for your responses ~Bob

So card did not work in two computers. That very likely points to a bad card. Try in a third one if you want to really make sure.

A22 bios is latest, Testing the 210 in a different machine, I have tried replacing my 970 with it in a dell precision t7500 and it didn't work, so I don't know...

The NVidia installer still says it couldn't continue saying "This graphics driver could not find compatible graphics driver" and I couldn't install it in safe mode...
 
Assuming the spare card that was just laying around actually works, I'd look in the Dell bios for any kind of 'secure boot' and/or other security feature that might be enabled. That kind of thing can prevent a videocard installation. Optiplex is their business line and they tend to put a lot of security controls in those machines.
 
Any GPU should support the Video resolution of Safe Mode with no drivers installed. If you removed the old drivers it should work. If you think you might need the old drivers again create a System Restore point first, so they will be saved. if it won't run Safe Mode with no drivers then I would think it's a bad card. The
Optiplex 755 doesn't have a UEFI BIOS. If that card requires one then it won't work. But most low end cards are legacy BIOS as far as I know.

Most of my security features are off I just turned off TPM security to see what that would do, I didn't find anything that said directly or close to 'Secure Boot' as an option so still no luck, I can't get anything to display off of the 210 or any drivers to install, and the 'PCI INFO' tab still says that PCIe lane is 'not populated' thank you for the help though.

Nothing displays on the card still, If I boot into safe mode and I have the graphics card plugged in and using the VGA still nothing displays, The Bios wont display on the card, nothing will, The fan on the card moves though, also sometimes the computer boots with High RPM fans and it will shut down and try again some time it tries and tries for about 2 times before it decides to display out of the Motherboards VGA. So the card possibly could be dead, I only owned it for about a month and I think I only got it to work in one computer, and I don't even have that computer... I really would like to have this 210 in this optiplex but I guess it wasn't meant to be?
