Computer Under Performing in Games

The computer ran games at a decent frame-rate and had no performance problems whatsoever, but for a while now it's barely able to manage 60 FPS on most games, even games like league of legends where the requirements are very minimal it only manages to achieve anywhere between 25-45 FPS. The problems persisted when I switched to a new case and cleaned the insides, ruling out dust on the parts. Heat doesn't seem to be a problem either, the GPU reaching max temp of 56 C while running Fallout 4 Maximum Graphics Settings. The CPU also runs at a cool temperature, only maxing at 39 C, but only averages between 40-55 FPS. I've attempted a clean removal and installation of drivers, defragmentation, all of the current settings are on high performance, I've made sure no processes or programs are running in the background. I've scanned with multiple antiviruses and nothing comes up. I've done a Memory Check and Disk Check with nothing coming up. Currently nothing is overclocked, and I've run out of ideas other than registry maybe.
Any help or advice would be very much appreciated!

you have a MSI motherboard


double check the slow mode switch is not turned on

check your owners manual for the location

huge red flag, especially with the stock cooler

monitor cpu core speed, make sure it is not stuck at a low speed


msi afterburner is good for this, enable cpu core speed monitoring in the OSD
