Is psu the problems?

I just bought a zotac GTX 1060 3gb. But when i plug it to motherboards my pc won't boot up. Then i tried to unplug the vga and my pc boot up normally. From what i learned in this forum, the most likely problem is case like this is the crappy psu. Is it true then?
Ah, my pc specs:
Seasonic SS 650JT
GIGABYTE GA H61M DS2V
Intel Core i5 2nd gen ivy bridge

Please help.

update the motherboard bios

then install the card again, and make sure the monitor is plugged DIRECTLY into the gpu and not the motherboard
