1060 6gb Under-Performing?

So I recently got a 1060 6gb. I expected a much bigger fps boost coming from an r7-360 but it wasn't very big. My friend has a "worse" build than I do (meaning basically cpu) and he gets like 100-200 more fps than I do in csgo while streaming/recording. He has an i7-6700k and I have an i7 -7700k. He does have a dual fan while mine is a single fan and mine is at 1607mhz but he couldn't find out what his was at. He also gets around 90 average in pubg on all high/ultra and i get 80-90 on all low besides render distance and anti aliasing on medium. Only thing I can think of is his ram. His is at 16gb of 3200mhz while mine is 16gb of 2400mhz. We're gonna run a benchmark tomorrow to test things for sure but any recommendations on what we should use to benchmark it? (We both have 2 monitors, one at 144hz and one at 60hz.

run DDU and clean out all gpu drivers



re-install the newest from the nvidia website



install msi afterburner and turn on monitoring of the cpu core speed and temps in the OSD


run a game and make sure it is ramping up to its full speed

Just did all of that and still getting the same result.

Could there be anything I didn't do regarding setup besides drivers? I mean when I first got my monitor I didn't realise I had to set it to 144hz.
