I have a segate 4tb external hard drive on which I used to get about 130 mbps transfer speed but today I am only getting 40 mbps. I have inserted it into 3.0 usb port but still I am getting low speed. I don't know why but it is limiting the speed to 40MBps.

HDD get slower the more they fill up, also you can try to test it again without any other high speed usb peripherals, maybe you had something connected to your pc that took a lot of bandwidth from your hdd usb.

transfer speed both ways? reading/writing?

varies with file size and whether your av is set up to scan before transfering

also maybe your own pc hdd is slow? you only go as fast as the 'slowest' part. if your hdd is only giving out 40, your external can only take what its being given.
