Will HDMI to VGA work on rx 460?

does not matter which you convert from. hdmi or dvi both work fine.

problem is that you need an "active" adapter for either one. the 460 does not have an analog signal on it anymore. the digital signal from the hdmi or dvi output needs to be converted to an analog one. look a bit more and find one that is specified as an "active adapter". usually they get extra power from a usb port or plug into an outlet. this is needed to carry out the signal conversion.
