Newly built PC won't start (except breadboarding motherboard only)

This is my first time building a PC, and I'm having the problem described above. If I breadboard the motherboard only, the lights (including the CPU error light) turn on and PSU fan turns on. If I then install the CPU and the CPU cooler, nothing happens: no lights, no PSU fan spinning, nothing. I've gone through the troubleshooting in the stickied thread (read the manual, plug in the 4/8 pin CPU connector) etc excluding the parts about RAM, as my RAM hasn't arrived yet.

I have read that at least older versions of my motherboard didn't have the necessary BIOS version to support Ryzen 5. If I decipher the serial number correctly, my board seems to be made in 08/17, while the required vA update was released in 04/17.

Parts list:
Motherboard: MSI B350 PC Mate
CPU: AMD Ryzen 5 1600 with stock cooler
PSU: SeaSonic S12-II 620W
(I suppose the rest is irrelevant for now, but I'll list them anyway)
GPU: Asus GeForce GTX 1060 3GB
SSD: Kingston A400 120 GB
HDD: Samsung HD 103SJ 1 TB (from old computer)
Case: Eclipse P400
(RAM: HyperX Predator DDR4 2x4GB)

Is there any solution to this or do I have to start sending stuff back? Where could the issue be?

EDIT: The RAM arrived, I installed one stick in the slot the mobo manual said I should and still nothing. Also, I accidentally selected GhislainG:s comment as best answer. I suppose it was relevant but didn't solve anything.

If you now have the minimum components, it's time to make sure the BIOS version is the correct one. You can't presume that a motherboard manufactured on 08/17 necessarily has the BIOS released on 04/17; contact MSI to confirm which BIOS was installed at manufacturing time.

It could be one of two things: either you have a bad PSU or a faulty motherboard. If your CPU were bad then the board should still power on and indicate an error with the CPU LED. If it were your RAM then you would see it also power on with the RAM LED on/blinking.

My first instinct is that your motherboard is faulty. You can RMA it and try a new board. If you have access to another PSU then try and swap it out and see if it boots with a new PSU.
