Is this PC build good?

solid build with [strike]major flaw: PSU...[/strike] I will say it is a good psu but has cheaper alternatives.

1. Get Corsair TX550M or Seasonic Focus Point/EVGA supernova G2/ Corsair Rmx, better quality with similar price.
2. 3200 ram is only a few bucks more
3. return cooler if you can, stock is fine for 8400 and no need for extra thermal paste.

Solid enough in most places...

For the money, and depending on the intended use case (assuming 1440p gaming) - I would've skipped the Z370 boards with a locked i5 and opted for an i7-7700K + Z270 board. Works out about $80 additional, but that can be offset elsewhere.

The 212 EVO has run it's course - ok for stock speeds, but pretty much 'meh' in the space. $15 is solid enough though.

RAM - Intel rigs do not benefit from faster speeds very much. Ryzen do. While faster speeds can be nice, when the cost is a decent margin more for negligible performance gains, I'd opt against it. $25 or so could be saved.

M.2 SSD, besides being NVMe (with relatively low performance in the class), I'm not seeing what the MyDigital SSD is bringing to the table - I'd likely opt for an MX300 275GB or 850EVO 250GB M.2 variants (although SATA) and utilize the saved $25 elsewhere.

Although a "budget" 1080, that's a solid price for a DUKE - good find.

PSU - solid, but overpriced. There are equally good offerings in the ~$50 range.


With the tweaks I'd suggest...... works out to be $17 more (but is buying a second board). If you return the motherboard you've already purchased, this would work out about $110 cheaper, for equal or greater performance.

Coffee Lake benefits greatly from faster RAM

While I haven't seen too many reviews confirming this, it does look to be true.
However, I didn't suggest a build around CoffeeLake?


Also, I actually meant to select the equally priced 2400MHz kit, not the 2133MHz - but doesn't actually matter much.


Some numbers for 2133MHz vs 3000MHz on Skylake (ie Kaby).

Yes, there's an improvement, especially on the minimums - but to me, it's mostly negligible.
 
One other point to consider. There will be no new processors for Z270 and the 7700k is the best for that chipset so there is definitely no upgrade path without changing motherboard. With Z370 the next Intel refresh 'may' be supported but this hasn't been confirmed one way or another. Also if you got the 8400 you would also have the option of the 8700k later.

This might not be something that matters to you but if it does just consider it.
 


Above 2 are good choices,
newegg is reliable on rebate, just need to be patient. Mine comes back ranging from 6 weeks to 2 months.
Manufacturer warranty on psu does not depend on seller, so getting psu on newegg is fine.

Do you think I can overclock it with the air cooler I have Currently?
Also I don't do video editing so that shouldn't affect me
