What's the normal HDD performance?

I have Asus laptop and Windows 8.1. installed.
I noticed that every time I open Task Manager to check disc performance that performance changes all the time even if no programs are currently working. One second it's on 17% and the next second goes up to 98%, then lowers to 3% and back up to 50% and so on.
Does anyone have any ideas what the problem might be?

You have background tasks that are doing things. The amount of load it puts on your laptop depends on how much hardware resource you have. If you have a dual core CPU, then 1 task can take 50% of your CPU. There may be a problem or there may not. You would have to have more trend data to see if there was a problem.

Much more investigation into what processes and applications are actually using the hardware.
Along with investigation into the actual laptop specs.

"Asus laptop" encompasses a LOT of system configs.
