Hello,

I have an I7-8700 which is 3.2ghz base clock but Windows reports only 3.19(see picture)

It showed 3.20ghz before. Maybe a new windows update or something caused that? Or it is a sign of cpu degradation ?

All mobos will default to a slightly lower bclk like 99.8 rather than 100. This causes the cpu to be slightly lower but .01 is negligible. Windows was never accurate at showing the real speed. You'd have to use something better like cpuz.

Windows cannot change bclk, ratio or anything with cpu speed settings. Cpus don't degrade in speed.

It is safe to ignore it unless errors occurs.

And the important thing does Turbo Boost works effectively ? under cpu full stress I mean.

If it goes up to 4.6GHZ then it is nothing to worry about.

You can ignore it because it's wrong. I just noticed mine was lower too but I have bclk oc. Windows is just terrible at getting the actual speed. This doesn't affect turbo or the actual cpu speed. As I said, windows can't change cpu speed settings.

Turbo Boost works good, when all cores are at full speed the max speed will be 4.3ghz. 4.6ghz i get only on one core then 4.5ghz on 2 cores, etc.

@k1114 you said CPUs do not degrade in speed. How they degrade ? What are the sign of a degraded cpus.

PS: I am on Windows 8.1 Pro now and it reports 3.20ghz.
 
For a stock locked cpu, all you have to worry about is if the cpu works or it doesn't. You may see degradation from ocing as you have to raise vcore to achieve the same speed or it won't be able to achieve that speed anymore. But with a stock cpu, you don't see this nor will you see it with a mild oc. Like my 2500k is still at 4.5ghz (stock is 3.3) and within safe settings to last 10+ years. Going on 7 years now. I still have my old pc with core 2 duo that runs perfectly fine that's 12 years old. Has been in use the whole time. I've got even older pcs that work but they just collect dust. Degradation isn't even something to worry about even for ocers. Other components will fail before the cpu.

I think this is fine since base clock now at the right speed,
plus turbo boost is acting normally.

In battlefield 1 is severe, almost everywhere. In Witcher 3 is present but not so intense and in Battalion 1944 is pretty much. These are the only 3 games that i play.

And about drivers, i tryed like 6-7 versions. I also tryed different OS.
