why am i getting poor performance...

hey all first time post here,
I've been getting lower performance then I feel I should be getting from my computer,

I'm running:
-AMD Phenom 9600 quad core 2.3 ghz processor
-Nvidia Geforce GT430 2gb graphics
-8bg ram

just did a clean install of windows 10 and my computer still struggles to run a basic game like CSGO on lowest settings where I'm getting roughly 20 fps in game.

any advice is appreciated!

temps all stayed low, under 65 during benchmark test

all functions other then gaming seem normal, 3D CAD works fine which is about the only other demanding task I use

any tips on testing for PSU degredation?

No real way to test without special gear under load.

I’m actually surprised a setup that old even runs. Impressive.

Few remaining things:
- nvidia and windows power settings to max
- uninstall gpu driver with DDU in safe mode - only reinstall driver and physx
