Keyboard doesn't work in video games more than half the time, with peculiar nuances.

The scenario:

I launch a game (happens in multiple games, Rainbow Six Siege, Rocket League, PUBG) and once I am in game my WASD keys do not do anything, as well as any number keys. The peculiar details are this:
- If i repeatedly press the keys, eventually it will take one of them but it will behave as if I never let go, as if the key got stuck.
- The supporting keys work and function correctly (escape, control, alt, shift, space).
- The mouse works properly.

The ONLY fix that I have found is to constantly restart the game, it usually takes 2-4 attempts before the keyboard starts to work properly. This is a HUGE issue, especially when playing competitive/ranked modes of the games.

This is what I have tried to fix the issue (beyond random google fixes for issues that are only vaguely similar):

- updated drivers, specifically USB drivers (using Snappy Driver Installer, an open source driver updater). Also includes windows updates, graphics drivers.

- changed USB ports (I've tried all of them, they all have the same issue).

- bought a new keyboard (switched from corsair to logitech, still the same issue).

- ran multiple virus and malware scans, which came up clean every time.

I'm out of ideas and out of googled threads to read through, so that is why I'm posting here.
I know this is a very peculiar issue, but I'm hoping somebody will be able to help me troubleshoot.

I don't want to reinstall my windows, but I am open to it as a last resort.

Zowie FK1
Logitech G35 Headset

Intel 6600k (overclocked)
Geforce 1070
1TB SSD (EVO) (holds windows install as well as everything else)
16GB Gskill RAM 3000 MHz
