Conventional wisdom is the video card should be the most expensive component in your PC. Try to save money elsewhere but don't cheap out on what you will look at every day. While I hate the word bottleneck, one should try to make a balanced system. If you get a cheap video card, you are sure to buy a better one later. How expensive is 2 video cards?
That said, a used R9 390 or GTX 970 or 980Ti card is still a good option to save money.
A 1000W PSU is way overkill and 8GB RAM may be good enough for now because it's very expensive at the moment. They can't make enough memory to fill all the orders, so the price is through the roof. At least that's what they are telling us.
