Solution
For DX12 performance, look also at AMD - Vega series (56 for best price, 64 for performance). Even the re-launched RX580 does a good job in DX12, especially if you don't plan to game VR or 4K.
What is your display resolution? IMO is no use to buy a more expensive card (it can be double in price) just to get the FPS from 80 to 100 at 1920x1080.

I recently got a super deal on a used GTX 1070, but it's a Founders Edition.
It's fast.
It's cool.
It's loud as hell and I'm going to water cool it when I should have spent that money on a brand new card with a better cooler.

Conventional wisdom is the video card should be the most expensive component in your PC. Try to save money elsewhere but don't cheap out on what you will look at every day. While I hate the word bottleneck, one should try to make a balanced system. If you get a cheap video card, you are sure to buy a better one later. How expensive is 2 video cards?

That said, a used R9 390 or GTX 970 or 980Ti card is still a good option to save money.

A 1000W PSU is way overkill and 8GB RAM may be good enough for now because it's very expensive at the moment. They can't make enough memory to fill all the orders, so the price is through the roof. At least that's what they are telling us.

im going to get 32gb of ram but like it was said the price is thru the roof and if 1000w is over kill then ill get the 850w one thanks for that
I've never done very well picking the psu I've popped a couple before by going to low in power, i was thinking about staying in the 9 series but the vr does sound interesting and in the future id like to try it thats why im leaning towards the 1070ti or 1080 but finding them is difficult
