Performance drop after NVidia driver update

So, I've had this issue for the last few weeks, after updating my graphics drivers. It feels like my PC is almost sluggish, I don't know how to describe it.

I game fairly regularly, and like to keep my drivers up to date.

However, the last few updates have made my PC completely poop the bed.

I'm not really sure what else I can do, and I'm running out of options to troubleshoot.

So far I've tried older graphics drivers (before the issue started), uninstalling and reinstalling all of my games and gaming software (briefly fixed it, however, the new driver update today (09/01/2018) has recreated the issue for me), restoring windows, completely reinstalling windows, updating BIOS, removing graphics drivers completely (using DDU) and reinstalling drivers manually (which involved completely removing nvidia geforce experience), editing my nvidia settings to be completely performance based, cleaning all of my hardware, fans, etc., reseating my hardware.

Along the way I've been checking my performance via FurMark almost religiously.

When gaming now, my FPS drops BELOW 10fps. Which is pretty damn unplayable.

Specs:
MSI Z170A Gaming M3 (MS-7978) MOBO
Intel i5-6600 CPU
16GB RAM
NVidia GeForce GTX 970 GPU
Corsair RM-750 PSU

I've tried most things that I found in multiple threads, but short of upgrading my system, I feel like I'm out of options.

Any help would be extremely helpful, and I'd like to thank you all in advance.

have you tried rolling back to the last version of nvidia when it was working fine for you? if it "goes back to normal" performance then its most likely an issue on the new version. just post a complaint to nvidia support liek everybody else and wait for them to release another version :D

Yeah I have. I've tried two older versions that had worked for me, neither fixed the issue.
The only reason I had updated was for the PUBG update. Everything worked fine for a while, and then my performance started to drop, both in game and doing regular things (like opening discord).

I was checking what's going on with my hardware with HWiNFO when gaming and running FurMark, and it was saying my CPU was running at 800MHz - which is not at all what it should be at. So, I think that may be the issue, whether it's Mobo related or CPU related, I don't really know :(

Just don't know why its only just started with the graphics update.

Edit: should say that it randomly fixes itself. I notice the FPS drops first, as I'm normally gaming when it happens, so that's when I started trying different drivers (after a bit of googling), and that is the main reason why I tried the new driver update. Within the last hour or so, my cpu went from 800MHz to 3900, and my games were obviously playable again. I don't know why it's doing that, and I'm not really sure whether it's my CPU or MOBO..

Does MSI AB say that your CPU is at idle during gaming? That's the only reason it would be throttled back so much unless there is a power issue but that's doubtful with the RM line.

[strike]you can also try reinstalling the Chipset driver first then your intel HD graphics. this kind of issue happened to me before when i started wondering why 3 consecutive nvidia updates is not fixing the issue for me. ive always done a proper DDU clean uninstall on safe mode for every version.

reinstalling the chipset and intel hd worked for me. somehow. then DDU clean safemode. then install latest on normal mode. or you can do a clean fresh install of windows if you can afford to.
[/strike]

wait you already did that. my bad. so even after a fresh install of windows. youre still having your drastic FPS drops :/

sudden FPS drops are usually attributed to RAM. memory not clearing fast enough. you may try doing a memtest if you havent already. then after, do the 1 day test with 1 8gb memory stick. and try with other one the next day.

if not RAM, then it could be your PSU failing. or you can double-check the temps of all your hardware with "HWMonitor".

Sorry, had to work out how to reply on mobile.

I have edited the reply you quoted to have a bit more information.

It randomly fixes itself. Within the last 2 hours, my cpu went from 800MHz when gaming, back up to 3900. At which point, my games obviously started to run better.

This all happened when my pc was still on and I was writing up this post.

Current temperature when gaming is 41-48C. Currently sitting at 45C.

Edit: It fixed itself for a day, and now it's being super laggy and slow again (10/01/2018 @ 10:15pm).

I think you got the temps. wrong. 48C isn't a gaming GPU temp unless you're talking about EVGA'3 1080 Ti FTW3 Hybrid. My 970 FTW would get to the high 60's under a heavy load.

I'm in game currently, using HWiNFO, my gpu is at 55C, has been that way for the last 15 minutes.

My cpu is also jumping from 800MHz to 3800MHz.

Around 20-30C.

I've been trying to find a fix for the weird cpu speed issue.

Well, I will probably check my hardware again, reseat and redo my thermal paste on my cpu, check all of my power connections, and then check my BIOS settings.

I'll probably have to wait a day to see if it's fixed. But I'll keep everyone posted.

If there's anymore suggestions I'd really appreciate it.

I have the same issue, but i have a GTX 1050Ti. Even on low settings Fortnite won't get past the 60 frames. I also updated my drivers.

EDIT: I restored my NVIDIA settings in the NVIDIA control panel, you can try this, it worked for me.

Go to the windows search bar, then, type Device Manager. Click on "Device Manager" and then "Display adapters". Right click on your graphics card, click "Properties" then a Properties window should come up. In that window click "Roll Back Driver". Finally, after you are done rolling back the driver reset your PC. Hope that helped it worked for me.
