How should I upgrade my gaming PC

my gaming pc right now.
CPU: i7-4790
GPU: GTX 970
Motherboard: Asus h81m Plus
PowerSupple: Corsair CX750 ATX 750W
RAM: DDR3 2x8GB

i want to get a i7-7700k or i7-8700k, i know ill need a new motherboard but i can still use DDR3 RAM or does it have to be DDR4? Also wondering if i need a cooling system for the CPU?
Im getting a SSD card.
Also want to get a GTX 1070ti. will i need more power or better cooling system for that?

OR If anyone has a suggestions on how i could upgrade my pc for gaming? thank you.

My son is thinking GTX1080Ti. 1080Ti is the right one for 2K 1440p 144hz. Before buying, you should first go on youtube and search for "i7 4790 GTX1080Ti 1440p" to see if the game result that people upload will meet your expectation.

It is up to you to decide 4K or 1440p since everyone has different preference. I know 4K has only 60hz at this moment. My son prefer 144hz so he pick 2K. 4K 120 or 144hz will be expensive plus 1080Ti probably can only do 50 or 60fps max at 4K.
Both 7700K and 8700K would require DDR4 and new cooling, and quite beefy.
Your PSU has enough wattage for 1070ti and new CPU, but is rather low quality model, so I would advise using it with such expensive components, especially that it is not new I guess.
But then I agree with above post, you just need a better GPU and that should do for now.

Download MSI Afterburner to monitor your usage and temperature of CPU/GPU/RAM and frames rate. You have i7 4790 and it is still very strong. Right now, your GTX970 is most likely bottleneck your overall system, it is probably running at or near 100% consistently.
You can check your CPU temp to see whether it runs very high or not. What air cooler you have now?
What monitor you are using since it will help to determine whether GTX1070Ti is worth it?
If you decide to upgrade in the future, then go with i7 8700K since it is 6c/12t. You will need DDR4 memory.
Your current 750W PS is more than enough to handle 8700K and GTX1070Ti.

I'm currently using a ASUS VS247HR monitor.
I've got four fans that's run though my case. Am I not using my 970 right? I like I should be able to play games in high or ultra resolution? I just wanna be able to play games smooth on high resolution.

ASUS VS247HR monitor is 1080p 60hz so max resolution is 1080p and 60 frames. You can not get your monitor to show higher than 1080p or more than 60 fps. With GTX970, you can tried max out all detail setting when you do game setup. If you have GTX970 runs at 100% (show in MSI afterburner or task manager), then it can not runs any higher. If you wants better, then you needs to upgrade.

If you want higher resolution and more fps on display, get 1440p 144hz Gsync monitor. Nvidia graphic cad use Gsync option. AMD graphic card use Freesync option. You will need better graphic card also.

So would you suggest getting a high resolution monitor and testing out my gpu performance? And if I want I could just get a 1070 or 1080? Also is 970 better than a 1050 or 1060? Or is it worse?

GTX970 is better than GTX1050 but worse than GTX1060. I think GTX1060 is about 10% better than GTX970.
My son previous has i5 2500K (OC 4.2 Ghz) and GTX970 along with 1080p 144hz monitor. Even overclock, his 2500K still bottleneck the system, it runs 100% while GTX970 is 70 to 80%. He wants to max out his GPU so we got i7 8700, Z370 mobo and 16G DDR4 memory, his GTX970 is now max out at 100% while gaming. He will upgrade GPU later since he just got Dell 27" 1440p 144hz Gsync monitor.
With your current system, you got i7 4790 so most likely your GTX970 is the weaker link. However, you play on 1080p 60hz monitor, so you either max out on GTX970 or your monitor at this moment. If you upgrade GPU then you need to upgrade monitor also.
If you use Afterburner software, you should see usage of CPU/GPU/RAM and fps. If fps show 80, that means your current system can output 80 fps but your monitor can actually only able to show 60. If you wants to see 80fps on monitor, then you get 144hz monitor. 1440p is double resolution of 1080p. If you game at 1080p and get 100fps and when you switch to 1440p, you get about 60fps or so. You don't need new monitor to test, you can guess or go to youtube to see people upload video for it.

Thanks mate this has been a real help. So if I get a 1070 or 80 and also get a Dell 27" 1440p 144hz Gsync monitor. I should be all good? Would it be worth getting a 4k monitor or just stick with 1440p?
