Had a surge and now my PC doesn't detect my harddrive

Had a surge and now when i try to start up my computer gets a black screen and says "Reboot and Select Proper Boot Device" but when i check the BIOS the hard drive doesn't appear at all, i tried opening the case and checking the cables and they're all connected well. Safe Mode doesn't work either, get's stuck at "classpnp.sys". i realize this probably means it's dead and i have to get a new one but it the thing is, it booted up once but then crashed in a couple of seconds, my desktop wallpaper and folders were still there, is there any way to save my files and data before i get a new hard drive and new installation of windows? and is it possible that my hard drive isn't the damaged one but instead it's the cables? i don't really have another PC that i can install the hard drive into to check so it'd be better if there's another way.
I'm not really willing to pay a professional since all i really did lose were a couple dozen hours of gaming though.

Going forward, from now on, please use either a good quality surge strip or better yet an UPS with AVR. Other than that, you might have to do "bench builld & test". Beginning only with chassis, motherboard, monitor, reconnecting each internal and external piece one at a time, listening for beep codes and other "normal noises".
Concerning your Windows and games and data -- you might need to find and work with a local computer data recovery person, together doing things to bring back and back up onto external media anything that can be recovered.
