Laptop duel boot Ubuntu with Windows 10 with SSD HD 256 GB cant free up enough space

I have a Dell Latitude e6440 with 8GB Mem and 256 SSD Hard disk upgrade running windows 10. The disk has 3 partitions (C: boot, recovery, EFI system) C: partition shows 192GB free space. I want to install Ubuntu. Problem is when I try and shrink the C partition it only allows me 12GB where I need 15 to 20GB. Where is the other 150GB?
 
Solution
Try using a third party tool to resize. Windows is basing the max resize on where the last file is saved that's still in existence on the drive. So if at any point the SSD was pretty full and there's any files near the end LBAs that weren't deleted, it won't let you shrink past that point.

A third party tool may be able to actually move files around to make resizing possible.
