PC making strange high pitched noise, CPU at 100% for no reason

I'm not entirely sure what category to put this under. This may be a problem with my CPU, because Task Manager is showing that my CPU is running at 100%, although practically nothing is being used. I use a program for livestreaming, OBS, which also shows my CPU usage, and that shows it under 10%. When I view the processes in Task Manager, the percentages of CPU that programs are using jumps around wildly. Also under the performance tab, Task Manager says that I have 2 cores, but I have a quad core processor. I have checked msconfig, and the "Number of processors" box is unchecked. This started yesterday, I've never encountered this before. My PC has started making a quiet, high pitched noise that plays through my headphones. I have tried putting my ear towards my PC, and I don't hear anything. It only comes out of my right headphone, not from the left. It also shows up in recordings. Here is an audio clip of the noise I recorded.

Any suggestions are helpful.
 


If you right click the process and select properties, it will show where it's located. First one looks rather shady judging by the icon.
 
Ya, I'm suspicious of that Microsoft Windows Malicious S thing too.
Run MalwareBytes (free) and see if it finds any junk on your system.
Start with that. It's possible the humming is related to your PSU working overtime (what make/model is it by the way?).
